Overview — roofing licensing in Illinois

Illinois requires a state-level roofing contractor license, issued by the Illinois Department of Financial and Professional Regulation (IDFPR). The license verifies competence and consumer protection, and is required to legally bid and perform roofing work in the state. Working without one when required is typically a misdemeanor and exposes the contractor to civil penalties — and the contract becomes unenforceable in court.

License classes available

Illinois offers 2 roofing license classes — pick based on the largest project you plan to bid:

  • Limited Roofing License. Limited to residential roofing on single-family homes and structures up to 4 units. Cannot do commercial or larger multi-family.
  • Unlimited Roofing License. Allows all roofing — residential and commercial, no size restrictions. Required for any building with 5+ units or any commercial roof.

Experience required

Limited license: 4 years of practical experience or relevant trade school + apprenticeship. Unlimited: 4 years and the limited license held for at least one cycle.

Exam — what you're tested on

Illinois requires a written examination administered by PSI Services on behalf of IDFPR. Topics covered:

  • Roofing trade — IL building code chapter 15
  • Business and law (separate exam)
  • OSHA safety

Passing score: 70%. Up to 3 attempts per year are allowed.

Fees

  • Application fee: $50
  • Initial license fee: $125
  • Renewal fee: $125 ( biennial)

Bond & insurance

Bond: Required — typically $10,000. Continuous surety bond on file with IDFPR for the duration of the license.

General liability insurance: Minimum $250,000.

Workers' compensation: Required for any employer in IL. IL Workers' Compensation Commission enforcement is aggressive — penalties for uninsured employers can exceed $10,000 per violation.

Commercial auto: Commercial auto required for company vehicles.

Continuing education

Illinois requires 12 hours of continuing education every 2 years. CE must come from approved providers — verify a course is approved before paying. Required topics typically include:

  • IL building code updates
  • OSHA safety
  • Customer service / business practices

Reciprocity with other states

Illinois has reciprocity agreements with: IN, WI, IA. Reciprocity typically waives the trade exam if you hold an equivalent license in good standing in the reciprocal state for at least one year. Each state still requires its own application and business/law exam.

Local permits and requirements

Chicago requires a separate City of Chicago contractor registration on top of the state license. Most suburban Cook County and collar-county jurisdictions require a building permit per re-roof.

Common gotchas

Things that catch most applicants on their first license cycle in Illinois:

  • Limited vs. Unlimited matters — many contractors take limited and then accept commercial jobs they're not licensed for. IDFPR pulls licenses for this.
  • Chicago has its own building department + license + bond requirements; the state license alone won't get you a Chicago permit.
  • IL surety bond must be continuous — a lapse in bond invalidates the license retroactively until corrected.
  • Workers' comp enforcement is via random audit — IL targets roofing more aggressively than most trades.

Frequently asked questions

Do I need both a state Illinois license and a Chicago license to roof in Chicago?
Yes. The state IDFPR license is required to roof anywhere in IL. Within Chicago, you also need to register as a contractor with the city's Department of Buildings. Chicago has its own bond ($10,000) and licensing fee.
What's the difference between Illinois roofing limited and unlimited licenses?
Limited covers 1–4 unit residential only. Unlimited covers all of that plus 5+ unit residential and all commercial. If you ever bid an apartment building or strip mall, you need unlimited.
How long is Illinois roofing license processing?
Application + exam scheduling = 8–14 weeks typical. Faster in spring/summer when IDFPR staffs up; slower in winter.
Does Illinois have reciprocity with Indiana for roofing?
Limited reciprocity — IN doesn't license roofing at the state level so it's a one-way street: IL contractors can work in IN with their IL license, but IN contractors must apply fresh for IL.
What roofing CE counts for the Illinois 12-hour requirement?
IDFPR-approved courses only. The Roofing Industry Alliance (RIA) and several IL community colleges offer 4-hour blocks. Online options exist but only IDFPR-approved providers count — verify before paying.
