Overview — electrical licensing in California
California requires a state-level electrical contractor license, issued by the Contractors State License Board (CSLB). The license verifies competence and consumer protection, and is required to legally bid and perform electrical work in the state. Working without one when required is typically a misdemeanor and exposes the contractor to civil penalties — and the contract becomes unenforceable in court.
License classes available
California offers 2 electrical license classes — pick based on the largest project you plan to bid:
- C-10 Electrical Contractor. Installs, alters, services, and repairs electrical wiring, fixtures, appliances, and equipment for power, heat, and light. The standard electrical license — most CA electricians hold this.
- C-7 Low Voltage Systems. Limited to low-voltage systems (data, security, fire alarms, structured cabling) under 91 volts. Common companion to C-10.
Experience required
4 years of journey-level experience as an electrician. California also requires individual electrician certification (separate from contractor license) issued by the Department of Industrial Relations Division of Labor Standards Enforcement.
Exam — what you're tested on
California requires a written examination administered by PSI Services (CSLB-administered). Topics covered:
- NEC (National Electrical Code) and California amendments
- Calculations — load, conduit fill, conductor sizing
- Safety — Cal/OSHA, lockout/tagout
- Business and law (separate exam, taken once)
Passing score: 73% on each section. Up to 4 attempts per year are allowed.
Fees
- Application fee: $450
- Initial license fee: $200
- Renewal fee: $450 ( biennial)
Bond & insurance
Bond: Required — typically $25,000. Standard CSLB contractor bond. Add $100k LLC bond if operating as an LLC.
General liability insurance: Minimum $1,000,000.
Workers' compensation: Required for any contractor with one or more employees. Sole-prop electricians without employees are exempt but coverage is still strongly recommended given electrical injury risk.
Commercial auto: Commercial auto recommended.
Reciprocity with other states
California has reciprocity agreements with: AZ, NV, UT. Reciprocity typically waives the trade exam if you hold an equivalent license in good standing in the reciprocal state for at least one year. Each state still requires its own application and business/law exam.
Local permits and requirements
All CA cities require electrical permits per job. Permit-pulling requires a licensed C-10 holder. Energy code (Title 24) compliance documentation required for most installations.
Common gotchas
Things that catch most applicants on their first license cycle in California:
- Individual electrician certification is separate from the C-10 contractor license — both required to legally do work.
- California's per-electrician certification has tiered levels (General, Residential, Voice/Data/Video, Fire/Life Safety) — match your scope.
- Title 24 lighting controls and energy compliance gets missed; failed inspections common.
- Solar PV interconnection in CA falls under C-10 if AC-side; DC-side may require C-46 Solar Contractor.
Frequently asked questions
- Do I need both a C-10 contractor license and individual electrician certification in California?
- Yes. The C-10 is the contractor license (lets your business pull permits and bid jobs). The individual certification is per-electrician and lets you legally do the work on the wires. Both are mandatory.
- How long does CSLB take to issue a C-10?
- 4–6 months from completed application to active license, including exam scheduling. Plan ahead — don't quit your day job until the license is in hand.
- Can a C-10 install solar in California?
- AC-side electrical (interconnection, panel upgrade, EV chargers) — yes. DC-side (panels, racking, inverters) — separate C-46 required, though most solar companies hold both.
- What's the cost of the California electrician certification exam?
- $100 application + $100 exam + $75 certification card. Plus $200/year for general electrician CE before exam (if not from California apprenticeship).
- Is California planning to add CE for C-10?
- No CE for the C-10 contractor license currently. Individual electrician certifications do require renewal but no CE hours. Bills proposing electrical CE have stalled repeatedly.
